Welcome to the official page for the St. Andrews Zoning By-law Update! This project is focused on updating and modernizing the zoning by-law to better reflect current provincial legislation, the Red River Planning District (RRPD) Development Plan, and the evolving needs of our community. The updated by-law will be easier to use, help guide sustainable growth, protect sensitive environments, and ensure St. Andrews remains a vibrant and livable place for all residents.


Notice of Public Hearing - August 12, 2026

A public hearing has been scheduled to receive representations regarding proposed Zoning By-law No. 4438.

   Date: Wednesday, August 12, 2026
   Location: Selkirk Community Church (6569 PTH #9)
   Doors Open: 5:00 p.m.
   Hearing Begins: 5:30 p.m.


Council granted first reading to the proposed Zoning By-law on June 23, 2026.

A copy of the first reading version of the proposed Zoning By-law is available below for public review. This is the current version of the document being considered as part of the public hearing process.

The public hearing provides an opportunity for any person to make a representation to Council regarding the proposed Zoning By-law, whether in support, in opposition, or for general information.

Those unable to attend the hearing in person may submit written comments to the Municipality in advance of the public hearing.

Residents and interested parties are encouraged to review the proposed Zoning By-law prior to attending the hearing.

Why Update the Zoning By-law?

The current Zoning By-law was adopted in 2002. Since then, our community has experienced demographic shifts, new development trends, and changes in provincial and district planning policies. Updating the by-law will:

  • Align local regulations with The Planning Act and Provincial Land Use Policies.
  • Update zoning requirements based on the RRPD Development Plan and relevant secondary plans.
  • Encourage a wider range of housing types and affordability.
  • Support economic development and employment opportunities.
  • Enhance environmental protection and resilience.
  • Streamline development processes and reduce administrative barriers.
