Information for Voters

Information for Voters

General Municipal Elections take place across Manitoba on Wednesday, October 28, 2026.

This page is for YOU, the Voter: to answer your questions, so you can cast your vote.

Voter Eligibility

You are eligible to vote in the RM of St. Andrews and have your name on the List of Voters if you are:

  • a Canadian citizen,
  • age 18 or older on October 28th, and
  • have lived or owned property in the municipality for a minimum of six months prior to the election, i.e. since April 27th, 2026, or earlier

Did you know? If you are a student living elsewhere temporarily while attending university and will return home to St. Andrews at the end of term, you are eligible to vote.

List of Voters

The List of Voters identifies all eligible voters in the municipality. You are entitled to know how your information appears on the List of Voters, to ensure it is correct.

Additions and corrections to the List of Voters may be made until September 22nd by contacting the SEO.

After September 22nd, additions and corrections may be made at the time of voting:

  • attend the voting location where you are qualified to vote,
  • provide proof of identity and residence (such as a driver’s license), and
  • take an oath affirming you are an eligible voter

Did you know? Even if you own more than one property, your name may only appear on the List of Voters once. If you own property in more than one Ward, you must vote in the Ward in which you reside.

Vote Where you Live!

Vote in person on election day at the Voting Location designated for the Ward in which you live,

Did you know? If you require assistance at the voting place, you may bring an aide or an interpreter to help you mark your ballot. These helpers will be required to take an Oath prior to assisting you.

Voting Locations

Voting locations are carefully selected to ensure they are fully accessible and inclusive for people of all abilities, as well as convenient for a majority of the voters they serve. This may require that a voting location is established outside a Ward in which voters reside.

Secure Voting (Sealed Envelope)

Any voter wishing to have their information obscured from the List of Voters may file an application with the SEO by mail, email, or in person, before September 22nd. The application must provide the person’s name and address and include an official governmental document that confirms that information along with a photograph (such as a driver’s license). Download the application here.

After receiving the application, the SEO will issue the applicant a personal security certificate which includes an identification number. That identification number will be used in place of the person’s name and address on the List of Voters. A person who is given a personal security certificate may only vote by using the sealed envelope ballot provided.

Non-Resident Voters

If you own property in the RM but do not live here, you must complete the Non-Resident Voter Consent Form to be eligible to vote. Download the form here.

Non-resident voters must be Canadian citizens, aged 18 or older, and have owned property in the municipality for at least six (6) months prior to the election.

Two non-resident voters are permitted to vote, per property. Each of these voters must obtain written consent from a majority of the registered landowners of the property. This consent must be filed with the Senior Election Official and must be presented at the time of voting, along with proof of ownership.

Non-residents who own property in more than one Ward must designate to the SEO, in writing, the Ward in which they intend to vote before the list is closed to revision on September 22nd. Otherwise, the SEO will select the Ward in which the landowner can vote.
