Serving on Council is an important responsibility and an opportunity to contribute to your community.
This section outlines the steps required to become a candidate, along with key resources and important deadlines.
Candidate Resources
Prospective candidates are strongly encouraged to review the following materials before registering:

- By-Law No. 4371 Use of Municipal Resources in an Election
Step 1: Candidate Registration
You must register as a candidate before accepting contributions or incurring campaign expenses.
- Form 11A: Registration of Prospective Candidate – Submit this form to the Senior Election Official (SEO).
- Form 10A: Notice of Registration Once registered, the municipality will provide public notice of your registration.
Step 2: Filing your Nomination
To appear on the ballot, candidates must submit nomination papers during the official nomination period.
- Form 13: Candidate Nomination – Must include signatures from eligible voters
- Form 14: Declaration of Candidate – Confirms your eligibility to hold office
- Form 15: Official Agent Appointment – Allows you to designate someone to manage campaign finances
Scrutineers
Candidates may appoint scrutineers to observe voting stations on election day. Their role is to help ensure the voting process is conducted fairly and in accordance with regulations.
A scrutineer may:
- Challenge individuals they believe are not eligible to vote
- Raise concerns if someone appears to have already voted
- Question cases of suspected voter impersonation

Withdrawal
If you choose to withdraw your candidacy, you must submit Form 19: Candidate Withdrawal
Financial Disclosure
All candidates are required to file post-election financial disclosures using Form 14B: Publication of Candidate Disclosures
