REGARDING LOCAL IMPROVEMENT PLAN 2017-01 – BY-LAW NO. 4286
FOR THE REGIONAL WASTEWATER COLLECTION SYSTEM PROJECT – PHASE 2
The Council of the R.M. of St. Andrews has scheduled a public hearing at 7:00 p.m. on Thursday, May 11, 2017 at the St. Andrews Community Club, 28A St. Andrews Road, St. Andrews, Manitoba to present the following local improvement plan:
Description of the proposed Local Improvement:
The local improvement plan proposed herein involves the provision of authority to construct and borrow funds for the completion of a new regional wastewater collection system to service the southern portion of the R.M. of St. Andrews (Phase 2). The wastewater will be conveyed via the Main Street Trunk Sewer in West St. Paul for treatment at the North End Water Pollution Control Centre in Winnipeg.
Part 1 of the project is the construction of low-pressure lines throughout the Phase 2 service area. Part 2 of the project is the construction of a regional wastewater forcemain from River Road to Donald Road and a Lift Station and Odour Control System at Donald Road.
The project has been initiated by the Council of the R.M. of St. Andrews to provide a cost-effective means of treating wastewater while protecting the health of the community located within the Manitoba Conservation Red River Corridor Designated Area that was established in 2009 by Provincial Regulation. This Regulation prohibits the replacement or modification of existing septic fields and construction of new septic fields in the Corridor.
The Onsite Wastewater Management System Regulation of The Environment Act of Manitoba states in part as follows:
“Requirement to connect to new wastewater collection system
8.1(1) if a wastewater collection system is installed in an area not previously serviced by a wastewater collection system, an owner of land in that area must
(a) connect his or her wastewater sources to the wastewater collection system; and
(b) take any onsite wastewater management system or privy located on the land out of service and decommission it;
before the earlier of
(c) the passing of a period of five years from the day that the wastewater collection system was installed; or
(d) the transfer or subdivision of the land.”
As a result, property owners in Phase 2 will be required to physically connect existing residences and businesses to the wastewater sewer within 5 years of completion of the system. With system completion anticipated in 2018, that would mean a required connection time in 2023.
At the time of connection, all work on private property is the responsibility of the property owner and the connection cost to the City of Winnipeg (approximately $2,300) will be paid directly by the property owner at the time of connection.
The total estimated cost of the project is $15,600,000 with funding of $4,500,000 secured from the Canada/Manitoba New Building Canada Plan’s Small Communities Fund, funding of $2,750,000 secured from the Manitoba Water Services Board and a contribution from the R.M. of St. Andrews Gas Tax Reserve of $1,034,111. The Rural Municipality of St. Andrews is proposing to borrow their portion of Phase 2 of the project of $7,315,889. over a period of Twenty (20) years. The proposed cost to each parcel of land will be to a maximum of $618.37 per annum for the Twenty (20) year period or a one-time pre-payment amount of $7,390.00.

A written objection may be filed with the CAO at 500 Railway Avenue, Box 130, Clandeboye, MB R0C 0P0 prior to the commencement of the hearing. At the hearing, Council will hear any potential taxpayer who wishes to make a presentation, ask questions or register an objection to the local improvement plan.
All objections, written or verbal, must be filed prior to the adjournment of the hearing and must include the name, address and property description of the person filing the objection and the grounds of their objection.
