Minutes of Council Meetings
The minutes of all meetings of Council are taken by administrative staff and once the minutes are approved at the following meeting, they are then signed and posted on our website for public viewing.
Delegations at Council Meetings
Any individual or organization wanting to appear before Council to discuss an issue of importance, must register by completing a Delegation Registration Form.  This form must be completed and submitted to the Municipal Office no later than 5 days before the scheduled Council meeting.  Delegations are limited to 20 minutes.  If the matter has already been discussed with and dealt with through an earlier delegation, to the satisfaction of Council, the applicant will not be allowed to appear before Council.
Agendas - Council Meetings
Council meetings are held on the 2nd and 4th Tuesday of every month in the Council Chambers of the R.M. of St. Andrews Municipal Office which is located at 500 Railway Avenue in Clandeboye, Manitoba.  The 2nd Tuesday Council meeting begins at 5:00 p.m. with Planning Delegations being heard right at 5:00 p.m.  The 4th Tuesday Council meeting of the month begins at 5:00 p.m. also.
All Council meetings are chaired by the Mayor, or in her absence, by the Deputy Mayor.  Council meetings are open to the public unless Council moves in-camera to discuss personnel, legal or private matters.
Agenda packages are prepared at least 4 days prior to the regular Council meeting and posted on the R.M. of St. Andrews website.  Anyone in the world can access the same agenda package as each member of Council and can easily access the issues that affect you.
